Free spins nearly always run at a fixed stake, usually the game's lowest or a low bet level. Illustration (not Slotoro's terms): 50 spins at 40 Ft each amount to 2,000 Ft in stakes; the same 50 spins at 200 Ft each amount to 10,000 Ft. The nominal value of a package is the number of spins multiplied by the value per spin — compare that figure between offers, not the spin count.
2. The game they are for
The same nominal value means very different things on games of different volatility. If the spins are for Book of Dead (Play'n GO, high volatility), most spins return little or nothing and the result hinges on whether the expanding-symbol bonus round lands. On a medium-volatility game such as Fire Joker 100 or Wild Bandito, wins are spread more evenly. On a Nolimit City title (Mental 2, Duck Hunters: Happy Hour), extreme volatility makes the outcome of a small package very scattered: usually little, occasionally a lot.

Promotional free spins vs a game's own free spins
Do not mix the two up. Free spins given by the casino are a promotional credit. A game's in-built free spins (Book of Dead's expanding-symbol round, the bonus round of Fire in the Hole 3) are part of the game's maths and trigger from normal spins. The in-game bonus round can also trigger during promotional spins — in that case its winnings may fall under the promotional terms too.
